Despite past efforts by the International Maritime Organization (IMO) to improve pilot transfer arrangement (PTA) safety, accidents and fatalities continue due to unsafe arrangements, faulty equipment, and inadequate maintenance, prompting the IMO to revise existing PTA requirements.
