This BIMCO COVID 19 weekly report for the week ending 18 November 2022 covers the International Maritime Organization (IMO) including crew change national contact point, Brazil, Ukraine, and the latest from the World Health Organization (WHO) and the International Labour Organization (ILO).
For the weekly report, BIMCO summarises measures imposed by governments for sea transport, including for crew change, as well as updates from United Nations bodies such as the IMO, WHO, ILO and the Port State Control MoU regimes.
1. IMO
The below represent the latest information from the IMO.
Proinde reported on 5 November 2022, that via Resolution RDC 759/2022 that was passed by that National Agency of Health Surveillance ( ANVISA), crew change and shore leave are now allowed without prior permission to be granted by ANVISA.
The government of Ukraine updating the IMO of measures adopted in relation to extension of validity of seafarers' certificates to 30 June 2023 due to the Russian-Ukraine war and COVID- 19 outbreak. For full details, please refer to IMO circular letter no. 4232/Add.18.

The WHO issued a statement on 30 January 2023 in respect of the 14th meeting held by the International Health Regulations ( 2005) ( IHR) Emergency Committee on Friday, 27 January 2023 regarding COVID-19 pandemic. The said meeting confirmed, amongst others, that COVID-19 continues to constitute a public health emergency of international concern (PHEIC); albelt it is at a transition point where careful navigation and mitigating the potential negative consequences remains a prioritized goal. WHO has considered the IHR advice and has issued a set of 7 temporary recommendations which can be viewed at the end of the WHO Statement.

According to GISIS today, the list of countries (67) informing the IMO of their national focal point of contact for crew change and repatriation of seafarers are: Algeria , Antigua and Barbuda, Aruba (Kingdom of the Netherlands) , the Bahamas, Bahrain (new), Belgium, Brazil, Canada, Chile, Cook Islands, Costa Rica , Cyprus, Dominica, Ecuador, Egypt (new), Finland, France, Georgia, Germany, Ghana, Guinea-Bissau, Guyana (new), Greece, India, Indonesia, Ireland, Israel, Italy, Jamaica, Libya , the Marshall Islands, Mexico, Montenegro, Morocco , Myanmar, New Zealand, Panama, Peru, the Philippines, Poland, Portugal, Saint Kitts and Nevis, Saudi Arabia,Singapore , Sint Maarten ( Kingdom of the Netherlands) , Slovenia, Spain, Sri Lanka, Suriname , Sweden, Thailand , Trinidad and Tobago ( new), Tunisia, Ministry of Transport, Turkey, the United Arab Emirates, the United Kingdom, United Republic of Tanzania ( new) and Vanuatu.
Due to the situation in Ukraine, collective guidance harmonising the Port State Control activities ( PSC) has now been issued by the Indian Ocean, Paris, and Tokyo MoU on PSC and Vina del Mar Agreement relating to the repatriation of seafarers.
