BIMCO provides the information on where you can seek assistance from government states with regard to crew change and repatriation.
Remaining committed to assist with crew change and repatriation of seafarers, government states at the International Maritime Organisation (IMO) adopted a resolution (MSC.473 (ES.2) at its recent Maritime Safety committee, whereby, amongst the actions advocated, one is the designation of a national focal point to co-ordinate on crew change and repatriation of seafarers at a national level.
Some member government states have already started notifying the IMO of their national contact for crew change and repatriation of seafarers and this is in turn disseminated via an IMO-MSC circular each time such notification is received. Presently, the countries that have duly designated such a national focal point of contact are Antigua and Barbuda, Brazil, Cook Islands, Cyprus, France, Greece, Philippines, Saint Kitts and Nevis, Spain, United Arab Emirates and Vanuatu.
Members are advised to be guided accordingly as this information is useful should members have the need to contact the national authority for better facilitation of crew change and repatriation.
To keep updated of more governments notifying the IMO, members are encouraged to go to our COVID-19 section/ IMO national focal point on crew change and repatriation of seafarers to get the latest list.
BIMCO is continuously monitoring COVID-19 restrictions and its impact on the shipping industry in particular on crew changes. Below are some of the type of information currently being provided by BIMCO:

Veritas Petroleum Services (VPS) publish regular Bunker Alerts based entirely on fuel samples and have kindly permitted BIMCO’s Members to access this information.
The Bunker Alerts are not intended to be an evaluation of overall bunker quality in the port or area concerned, but usually highlight a specific parameter within the fuel which has raised a quality issue.
