AGRICULTURE SERVICE PRE-ALERT IN CHILEAN PORTS Jun 13 2016, ISS Chile According to Chilean Agriculture Service, some actions will be taken on all Chilean ports for ships coming from Ecuador, due to the latest detections in Chilean ports of the pest Thyreinteina Arnobia (Lagarta Eucalyptus): 1. A specific daylight inspection during the inward clearance of all ships arriving from Ecuador will be conducted. 2. In case of positive detection, vessel clearance will be rejected and Effective Resolution 1984/2000 will be executed. 3. After phytosanitary treatment, another inspection will be conducted to see if there are any remaining eggs found on the vessel deck. Should no live pest eggs be found, the Free Practique will be granted, as long as the cargo offloading is informed beforehand, to the respective Customs Checkpoints Unit for audit at daylight. 4. An agriculture (SAG) inspector will check cargo condition during daylight. Should positive presence of plague be found during cargo offloading, appropriate measures will be taken and a treatment order will be issued, at least to the inspected cargo, according to Effective Resolution 1984/2000. Based on above, we can expect some delays in vessel arriving to Chile from ports in Ecuador. Source: http://iss-shipping.com/NewsDetails.aspx?newsid=10633 Pilotage through the Magellan Strait Compulsory for all vessels; however, in practice, it is enforceable only for ships calling at Chilean ports. Vessel proceeding direct from ocean to ocean may do so taking a pilot between Possession Bay and Punta Arenas, thereafter completing the passage without a pilot. Pilots service is requested via agency to the Maritime Government of Punta Arenas, or directly by Masters or ship Operators to the same authority. Westbound vessels take on the pilot at Posesion Bay, 30 miles West of the Eastern entrance of the Strait. Pilots are dropped at Punta Arenas, but Chilean authorities recommends pilotage when sailing from Punta Arenas to Evangelistas, landing pilots at Felix Lighthouse in the Western entrance of the strait. On rare occasions under special circumstances, such as bad weather, and with permission of Naval Authorities, they may be carried on to the vessel's destination in Chile, and be flown back to Valparaiso at extra cost plus all expenses. When requested in good time, and as an exception, it can be arranged for pilots to be sent from Valparaiso to Buenos Aires to board vessels proceeding through the Strait, thus avoiding any possible delay at Posesion Bay.   Eastbound vessels embark pilots at Punta Arenas if proceeding from Cape Pilar without pilots on board (if from Chilean ports, at Valparaiso or Ancud or Laitec in Chiloe Island) and drop them at Posesion Bay. For ships sailing to or from any Chilean port, two (2) channel pilots are compulsory and should be required by agencies, Masters or Operators directly to the Pilotage Office in Valparaiso. Two (2) pilot vessels at Posesion bay are on station in all but very stormy weather. Both have "PILOTS" painted on the hull. ETA at Posesion Bay must be given to local Agents at least 48 hours in advance and, 4 hours before arrival, to the pilot boat.
